You can buy limitless amounts of Nuka-Cola in Junktown, in the Skum Pitt bar for 100 caps each. You can also produce them yourself with the Nuka-Cola Machine. When you drink one, the leftover cap from the bottle is added to your inventory.
Nuka-Cola can be found in Homeless People encounters, on Strong Peasant and Strong Peasant (68) NPCs.
