All promotions, policy issues and major decisions are decided by voting. &lt;br /&gt;
All members get a say in major issues, but matters concerning national security and foreign relations are decided by high ranking and trusted members only.&lt;br /&gt;
&lt;br /&gt;
The rank system:&lt;br /&gt;
There are 4 main ranks, Hobo, Hoon, Skag, Dog.&lt;br /&gt;
To get promoted, someone of a higher rank than you must nominate you, and then all higher ranks cast their votes.&lt;br /&gt;
People of the same rank as you cannot vote on your promotion or nominate you for promotion.&lt;br /&gt;

San Francisco - also known as Frisco - is mainly inhabited by Shis, that are the descendants of the chinese crew of a submarine that crashed near the town during the war. There are also the members of a church that will, eventually, become the Hubologist church, but that is for now named the Elronologists cult. There are also some punks, artists or disenchanted people from various cities, and ex-military personnel that have taken over an old oil tanker still floating in the harbor. They will usually trade expertise for goods, although they prefer to be left alone. Being far from the [[New California Republic state]], San Francisco is safe from the state's greed. Remnants of the Master's army, mercenaries, Enclave Patrols, press gangs, Elronologists, and mutated animals plague the surrounding area making it quite inaccessible to weak or crudely armed travelers. &lt;br /&gt;

San Francisco is an economic center, offering several traders in the main area, and more within the tanker. Players come here quite often to trade, and murderous types often roam the ruins around the city waiting for defenseless traders who are just trying to sell some loot. It's not part of [[town control]], since it's a [[guarded city]], so large groups generally avoid it. Many players prefer going to [[NCR]] than in Frisco, because of the dangerous area surrounding it where a random encounter often means a violent death. There are also no player faction bases that spawn in the area and travelling the vast wastes to reach SF is often too risky for the average girly man.&lt;br /&gt;

They possess cutting edge medical technology, allowing them to mass produce medical supplies and chems (such as Stimpaks) as well as perform radiation removal treatments and sophisticated surgical procedures, including replacement of lost limbs and organs via cloning and grafting armor plating to one's skeleton. Aside from medical technology, they also control an advanced military force, with all guards and patrolmen rigorously trained and equipped with advanced weapons and armor.&lt;br /&gt;

The city Council rules in a completely authoritarian way, controlling every aspect of life within the City. Their regulations are strict and enforced to the full extent of the law. As exchange for that you will gain the status of a citizen with all privileges and consequences.&lt;br /&gt;
Beware, some of his conversation options allow you to immediatly become a citizen if you are convincing enough. This will automatically remove you as a member from any player factions you are a part of.&lt;br /&gt;

By far, the unique resources offered solely by this base make it one of the best choices, as it has a monopoly on fruit and fibers that no other base has, and also has the largest brahmin pen possible with many in it, meaning many a new char can shovel his poo in absolute safety.  Outpost base is the specialty base sold from the Junktown base seller, who is located in the very first building after entering Junktown gates.&lt;br /&gt;

The room that has four lockers in it is locked with a yellow keycard, making it easier to store your valuables in the event of a raid for a total of '''19 storage containers''' plus a [[workbench]]. Besides its massive amount of storage space, the front of the base has rocks that can be used to mine [[iron ore]] and [[minerals]], making this by far the best base money can buy.
