All promotions, policy issues and major decisions are decided by voting.
All members get a say in major issues, but matters concerning national security and foreign relations are decided by high ranking and trusted members only.

The rank system:
There are 4 main ranks, Hobo, Hoon, Skag, Dog.
To get promoted, someone of a higher rank than you must nominate you, and then all higher ranks cast their votes.
People of the same rank as you cannot vote on your promotion or nominate you for promotion.

In the wasteland, most inhabitants view Coco Jumbo and "Mr. President" through a veil of myth and legend.
All that is known is that some time around the turn of the millennium there was a dark skinned man known as "Mr President" whose name is often reported as "Obama".
He roamed the beaches shirtless, hypnotizing passers by with his dulcet tones and masterful cadence. Some say that he defeated the leader of Russia at that time in a pop 'N lock contest.
It is also recorded that he performed many miracles, such as opening a beer with his feet and smoking a cigar while whistling the American national anthem.

He received a Nobel peace prize for his actions.

This historical account is a contentious issue amounts wasteland historians and political figures, some of whom violently oppose the story of Obama and his shirtless rippling justice.
They seek to destroy all record of him and his miracles, to maintain their own power and authority over the weak and obscure the shining beacon of divine light from the eyes of the downtrodden proletariat.

== History ==
San Francisco - also known as Frisco - is mainly inhabited by Shis, that are the descendants of the chinese crew of a submarine that crashed near the town during the war. There are also the members of a church that will, eventually, become the Hubologist church, but that is for now named the Elronologists cult. There are also some punks, artists or disenchanted people from various cities, and ex-military personnel that have taken over an old oil tanker still floating in the harbor. They will usually trade expertise for goods, although they prefer to be left alone. Being far from the [[New California Republic state]], San Francisco is safe from the state's greed. Remnants of the Master's army, mercenaries, Enclave Patrols, press gangs, Elronologists, and mutated animals plague the surrounding area making it quite inaccessible to weak or crudely armed travelers.

San Francisco is an economic center, offering several traders in the main area, and more within the tanker. Players come here quite often to trade, and murderous types often roam the ruins around the city waiting for defenseless traders who are just trying to sell some loot. It's not part of [[town control]], since it's a [[guarded city]], so large groups generally avoid it. Many players prefer going to [[NCR]] than in Frisco, because of the dangerous area surrounding it where a random encounter often means a violent death. There are also no player faction bases that spawn in the area and travelling the vast wastes to reach SF is often too risky for the average girly man.

== History ==
After [[The Master]]'s death, a [[supermutant]] named Marcus was wandered aimlessly through the wasteland. He met Jacob, a power-armoured [[Brotherhood of Steel]] knight that had sworn to kill all mutants. They fought for a day or two, then became friends, as neither of them were able to kill the other. Wandering together, they attracted a bunch of refugees from the war, and [[ghouls]] who had escaped the [[Necropolis]] slaughter. They eventually founded Broken Hills, a settlement where every race could live in peace and work the uranium mine there.

== Description ==
As Broken Hills is a bit far from usual routes, players don't really go there ; there are also not many things of interest in town. Eventually the city became a battlefield for all the players that like to fight, since they are able to seize the [[town control]] there, but also to flee in the streets and take out large groups of players, if they are skilled enough.

* There is a mine in Broken Hills, where you can mine both normal and high quality ore.

'''Vault City''' is a high-tech settlement in West Nevada, established by the inhabitants of Vault 8 after the Great War. You can become a citizen of it, by joining the [[Vault City faction]].

== History ==

The Vault opened in 2091 after receiving the all-clear signal (origin of which remains unknown, but it's likely that it was the Enclave). The city was built around the Vault, using its fusion generator as a power source and knowledge contained in the GECK to establish the first structures.

The Council, that rules the city was established 2101 after the Vault Overseer retired.

== Description ==

Vault City is a very small but high tech settlement. It is small compared to the hundreds of residents that lived in Redding or Broken Hills.

Despite its size, the city boasts sophisticated technology. Apart from the NCR, Shi, Brotherhood, or the Enclave, they're the most advanced faction in the wasteland. They possess cutting edge medical technology, allowing them to mass produce medical supplies and chems (such as Stimpaks) as well as perform radiation removal treatments and sophisticated surgical procedures, including replacement of lost limbs and organs via cloning and grafting armor plating to one's skeleton. Aside from medical technology, they also control an advanced military force, with all guards and patrolmen rigorously trained and equipped with advanced weapons and armor.

The city Council rules in a completely authoritarian way, controlling every aspect of life within the City. Their regulations are strict and enforced to the full extent of the law. For instance, no drugs, real alcohol (artificial imitations are legal), prostitution, gambling or any other vices are allowed within the inner city. All citizens found breaching any regulations, be it even badmouthing the First Citizen, are usually swiftly incarcerated and reeducated. Its population is strictly regulated, with all pregnancies scheduled and insemination performed by the Vault's autodoc.

Most of the Citizens are extremely bigoted, hypocritical and arrogant, treating outsiders like dirt and leading boring, conformist lives, content with the state of affairs. Although healthy and very well educated, they are also extremely dull and bland, with little to no concern for the outside world. Many do not even venture beyond the protective walls of the City proper.

The Vault City Guard secures the city from outside threats. While small, it is extremely well trained and equipped, able to deal with any threats when supported by laser cannons of the City, save for a full-out siege.

This area belongs to Vault City but most of the inhabitants there are no citizens themselves. Most of them are refugees and people who just settled here to take advantage of the protection the city offers them. Some of them also try to do some business there. Theres a small general store, a doctor and a little bar.

In the inner city you can find many services, merchants and special medical support. Also there are two bars but they only sell synthetic alcohol as the directive of Vault City forbits the consumtion of real alcohol.

Maybe the most important buildings are the Council and the Headquarters of Vault City.
The ''Council'' is the political institution of the city. It regulates all aspects of the
everyday life of its citizens and determines the role which Vault City plays in foreign affairs. Within the ''Headquarters'' you can find the executive part of the city. It's the place where the guards are trained and military operations are planned. <br>

Becoming a citizen of Vault City isn't easy. Normaly you can only get the citizen status if you were born as one. But as most aspects of live got some little backdoors there's also one here too. There is a guard at the gate to the inner city. If you speak to him he maybe will give you the opportunity to do some job for him. As exchange for that you will gain the status of a citizen with all privileges and consequences.
Beware, some of his conversation options allow you to immediatly become a citizen if you are convincing enough. This will automatically remove you as a member from any player factions you are a part of.

''Vault 8'' was one of the Vaults that survived the War and the time after. For about 13 years the inhabitants of this small secure piece of earth lived there and hoped that finaly some sign would signalise them, that they could get outside again and build up a new world. Finaly it came and the rest is history.

Nowadays the vault isnt frequented by people that much. Here you can find the main computer where you have access to all the information that was saved before and after the vault was opened. Also there is the medical headquarter of the city, led by doctor Troy and his assistant.

*The doctor, next to Happy Harrys can give you the doctor profession up to level 2 and sells medical kits.

Redding is northern California's primary producer and distributor of gold, which makes the town a target for three major factions : The [[NCR]], [[New Reno]] and [[Vault City]]. Sooner or later, the town will have to choose its allegiance, despite the fact that there's no perfectly good solution. Several opinions appear in the town itself : The Kokoweef Mine is supporting NCR, while [[Dan McGrew]]'s Morningstar Mine supports New Reno, and so does the Sheriff. Tensions are usually settled down in the Malamute Saloon, the town's bar.

== Description ==
Redding is one of the very few not [[guarded cities]] in the northern part of the [[worldmap]], also a city where no reputation is needed (When the slavers of [[Den]] may attack you or [[Gecko]]'s ghouls). If you're hated there, the NPC are also quite weak, and you'll be able to handle them. Redding is in the middle of the [[worldmap]], and attracts many players. It is, usually, a PvP town, even if the players rather go in the [[PvP triangle]] ([[Den]]-[[Klamath]]-[[Modoc]]). Redding's particularity is that it's a town that contains a few entrance points and a lot of buildings to get undercover quickly. Many strategies are possible in the city.

Bases are the core of [[FOnline: 2238]]. It was, at the very beginning of [[FOnline]], the first difference between the two servers. At that time, FOnline: 2238 was still called ''Factions Mod''. By taking a base, your gang gets a [[faction name]], a safe place to store its stuff and a computer to add or remove players from the team. That last advantage is one of the main differences with a simple [[tent]], for example. Faction bases will appear in blue on the [[worldmap]].

All this being done, you have to bring the new member to your base. He will use the computer and accept your invitation : From that time, he will be a member of your faction and will see the base on the worldmap.
