Can be gathered from slightly mutated Tobacco Plants. From tobacco, you can craft Cigarettes by using the Cigarettes Crafting Machine in the Tobacco Farm.

You can gather Tobacco in: Klamath and Madoc but the most efficent way is to go gather them in Tabacco farm.
