Talk to the guard near Vault City inner gates (that, who gives citizenship). If you have at least 6 Intelligence and 3 Charisma you will be able to receive a job - to collect rent from Courtyard residents: Ed, Joshua, Smith, Harry and McRae.

This quest is repeatable.
