Amstrong is Enclave mechanic in Navarro. His most important task is keeping Vertibirds in good shape. Amstrong also knows how to produce Combat Armors and their upgraded versions and is willing to share knowledge with you if you are member of Enclave and have enough caps. Remember to not annoy him as it might get 'hot'.
