The Hydroelectric Magnetosphere Regulator is an item needed for one of the three ways to become a Vault City citizen. It is located in the Gecko reactor, inside the "Supply Room" and can be bought there for 3000 caps, or given to you if you have high speech skill or, well, if you're a girl, you can do something for the supplier... but it won't cost you a cent!
