Flame-throwers require a ST of 7 to use with no ST-based Hit Chance penalty. This fighter's ST is 3 points lower than that, but his weapon skill is high enough that this 60% penalty is rarely a noticeable factor, especially since he does his fighting at close ranges. You could opt to take the Weapon Handling perk instead of Pack Rat if you believe this 3-point difference is an issue, but having the additional Carry Weight is handy when gathering pelts.
