Vault City faction can be joined, and will earn you some advantages, but will change your reputation as well (See below).

Joining
- To join the Vault City faction, check the quest named Talk to the guard to be able to join Vault City.
Unique advantages
Only Vault City Citizens can :
- Be defended in both the Vault City patrols and Vault City caravans encounters.
- Buy Bio Med Gel from Dr. Troy's nurse in Vault 8 (Non-members can buy some in San Francisco only).
- Buy the third level of the Profession: Doctor.
- Have access to the Vault 8's medical terminal to craft some drugs. The only other medical terminal is located in the Sierra Army Depot, which is a really unsafe place.
- Complete all the quests related to Vault City.
- Automatically make other players losing Vault City reputation (-50 per hit) when those players hurt or try to hurt the Citizen player.
Reputation changes when joining
Here is what happen to your reputation if you join the Vault City faction (becoming a citizen). Mostly traders and citizens of other towns will like you more ; but as a trade-off, criminals and evil organizations will hate you more.

Leaving
To leave Vault City faction you have to go in the third building on the left in the inner city, with a Vault City emblem on it and two minigun guards near the door. Once you are in it, go to one of its computers, and choose Miscellaneous > Resign.
The guards will most probably shoot you right after this, so be sure you have nothing to loose.
