Dr. Fung is in San Francisco, in one of the first buildings on the east of the town's entrance. Starting from the communism's statue, it's the building in the bottom-right corner. He can teach you everything that wannabe Doctor needs to know if you got spare caps. He also sells medical supplies, Bio Med Gel, Doctor's Bags and Paramedics Bags.
