Since you spent more time improving your skills than a normal person, you gain 5 additional skill points per experience level. The tradeoff is that you do not gain as many extra abilities. You gain a perk every four levels.
Note: This trait is useful when you need a lot of skill points to spend. For now (level cap is 21) by taking this trait you lose 2 perks in total. However it's better to take this trait, than 2x Educated perks. ("Skilled" gives you 105 additional skill points and "Educated" (taken on levels 6 and 9) gives you only 54 additional skill points in total).
