Special Encounter is a Encounter with special items and places ... you can find here a some awesome goods and valuable items .. This encounter exist in more forms and contain more places in world ... Random chance to find it. but you get a higher chance in a wasteland , Desert and uninhabited places.
For Example this is a one of most special encounters. In This Bunker is Treasure.
