Your character has been poisoned. Poison will do damage over a period of time, until you're cured or it passes from your system.

The character was most likely bitten by one of the poisonous creatures in wasteland (like common Radscorpion). It will receive a small amount of damage over time until the poison will be expelled out of the body. The rate of receiving damage depends on the amount of poison inside the body.
High poison resistance reduces the time a character is being poisoned.
Poison can be cured with antidote.
