Penetrate is a weapon perk which reduces your target's DT to 1/3 of its nominal value.
Using certain types of ammunition has an identical effect. Such ammunition is marked as having Piercing qualities in its in-game description.
Weapons with the Penetrate perk
- Power Fist
- Mega Power Fist
- Attacks: Palm Strike, Piercing Strike, Hook Kick and Piercing Kick.
