You are indeed a Swift Learner with this Perk, as each level gives you an additional +5% bonus whenever you earn experience points. This is best taken early.

Note for newcomers: This perk is almost useless due to level cap (21). However you can pick it, if you want to get experience a bit faster or if you just have no idea what other perk to choose.
