Arroyo is inaccessible in FOnline: 2238 due to it being the birthplace of the Chosen One protagonist from Fallout 2 and 2238 being set 3 years before Fallout 2 would surely cause some problems with consistency. The only way to get to the broken Arroyo bridge would be to have a member of the GM or Development team teleport you there.
