The Cathedral was the front for the masters operations in Fallout 1, interestingly enough it was supposed to have been blown up no matter what at the end of Fallout 1, the only way for it to be around still is if the events of Fallout 1 had not occured but thats not the case due to NCR being what it is and the giant statue of the vault dweller in the south of the city. At this point there is no purpose to the cathedral and it serves as a major question as to what the devs were thinking when they took arroyo out and left this in.
