Educated adds +2 skill points when you gain a new experience level. This perk works best when acquired early in your adventure.

Educated is a support perk.

It can be obtained during a conversation with a certain female NPC in the basement of a certain library located at the Boneyard. She is located in the room with the flag on the wall directly south of where you spawn in. If she is "busy" use the drop down menu to move her and you should be able to speak with her after she stops in another hex.
