Lilly in the Vault City Headquarters will ask you to explore San Fransisco.
You must be a Vault City Citizen to do this quest.
Go to San Francisco and enter the right section (former "Shi temple") of the city. Talk to Ken Lee and ask all possible questions about the city and its community. Get back to Lilly get your reward.
You have 24 hours to complete the quest.
