This trait is useful when you need a lot of skill points to spend. For now (level cap is 21) by taking this trait you lose 2 perks in total. However it's better to take this trait, than 2xEducated perks. ("Skilled" gives you 105 additional skill points and "Educated" (taken on levels 6 and 9) gives you only 68 additional skill points in total).
