Vortis is the owner of slave pens... or rather "holding compound" north of New California Republic city gate. His activity is legal thanks to loophole in NCR law.

Vortis is interested in buying slaves. Offers the same prices as other buyers. But selling slaves to him does not increase chartacters reputation.
