Can ammunition be used to decorate? Yes but that's not the intended use of ammunition. Is a Water Bag a tool? Yes because it is used to "fuel" caravan carts and complete a quest/job (in Hub). Is a Lock a tool? Yes, but its necessity does not compare well with, for example, a hatchet. -Marko
