I am unsure if the required level is really 3 (it could be higher), but as I no longer have F2238 installed I cannot check. I am faily certain though that whether the game allows you to take the quest or not has nothing to do with your skills. Prof. Torr 08:57, 2 May 2012 (CEST)

• Im not sure about the Speech affecting the reward. After repairing and optimizing generators I increased my speech skill to 201. Still no change, Thomas refuses to reward me with 3000 caps not even 2000 caps. It may be bugged, or it checks speech skill level when accepting the quest. Ronillon 05:19, 6 May 2012 (CEST)
• It seems the xp reward is variable. My 203 repair alt with BG, science (150) and repair (203) tagged and speech at 5, got different xp. Instead of 50 xp for repairing, I got 60. Instead of 2*100 xp I got 2*120 xp. Instead of 1250 xp at the end it got 1200 xp. That makes the total xp I got for this 1500. (HertogJan) 12:48 July 1 2012 (CET)
