Master Thief is a support perk.
It can be obtained during a conversation with a rather shady individual that is known to hang around Old Town, the easternmost district of the Hub. When dealing with the aforementioned thug, extreme caution is advised.
Note: Due to a bug, the Master Thief perk only reduces the stealing cooldown and does not affect lockpicking in any way.
