Buffout is a popular drugs for those doing PvP. PvP characters usually save points on some stats to put them in other stats. Buffout adds 2 strength, character points which can be used for other stats.
Buffout is often used together with Nuka-Cola which adds 1 agility and therefore cancels the negative effect of Buffout.
