Ranger is a support perk.
It can be obtained during a conversation with Tamira, a young woman who is known to live at Gordon's Gas Station near New Reno.
Note: The above description says tents are "automatically upgraded to a safe house" which suggests tents are ever upgraded, which is not really the case. There is no way to upgrade a tent except to build a new tent once you get this perk. Any time any character builds a tent, with or without this perk, any existing tent already built by the same character, is automatically deleted and all items left there are lost. The new tent will be a safe house (with a workbench) if its builder has this perk, instead of a typical tent which has no workbench.
