Being a Speaker means you have a one-time bonus of +20% to Speech. From the mouth of babes and all that.

Note: Speech skill is only affects dialog time with NPCs (not Barter time), and has a little effect on the Town Control timer. Other than that, it is useless, and so is this perk.

Note: Eather this perk increases Speech by 40% or the bonus is doubled, if the Speech skill is tagged. (Confirmation needed.)
