Once you solve Mr Westin's brahmin herd problem, you can ask for more work and get this quest. He gives you an encrypted holotape to take to Thomas Moore in Vault City. This take has medical data about the FEV virus but it cannot be uploaded to your Pip-Boy or edited, thus it cannot be fully read or used like other tapes. Take the tape to Thomas...(pending)
