IRC

Many players have come to realize the benefits of using an out-of-game live communication method like IRC. You don't have to register an IRC account to chat live with other players via forestnet.org. There are multiple channels there and some are there to help new players. You can meet people there and form up group ops like quests and hunting parties. Many players who talk regularly via IRC, do not hang out at in-game gathering points like NCR, so use IRC to broaden your social connections.

Imagine you're hunting in the wasteland with a group or on a group quest somewhere, and your character dies. He is separated from the group with no radio, and cannot communicate. You're not sure what they want you to do, and they're not sure what you want them to do. None of this is an issue if your group is also chatting in an IRC channel. Hence less delays getting your hunting trip back on track.

In-Game Chat

Important, but limited to people within your character's Perception, and limited to how fast you can type.

In-Game Radios

Important, and very handy when using the Distress Signal feature, but limited to how fast you can type, and lacks security.

Voice Chat

If you intend on doing serious group ops like Town Control or other PvP ops like Hinkley, most experienced players will insist you chat via a voice chat program like Mumble or TeamSpeak. When each moment can be critical to success in combat, there is no time to type. Leave your radios behind - the team needs fast, precise communication.
